This research is aimed at finding out the legality of a Madrasah Diniyah diploma as a requirement for continuing to secondary school level and what obstacles the Ministry of Religion of Serang City faces in implementing Madrasah Diniyah education in Serang City based on Serang City Regional Regulation Number 1 of 2010 concerning Compulsory Early Education Education. This research uses empirical juridical methods with analytical descriptive research specifications. The data used in this research is secondary data supported by primary data in the form of interviews with employees of the Serang City Ministry of Religion Office and the Serang City Education and Culture Office, which were analyzed descriptively qualitatively. The results of the research show that a Madrasah Diniyah diploma is used as a requirement to continue to junior high school level, a policy issued by the Serang City Government as an effort to pay attention to recognizing the existence of Madrasah Diniyah. However, its implementation has not been carried out well. This is due to misconceptions about authority in supervising the implementation of Madrasah Diniyah education, inadequate infrastructure resulting in an unequal number of Madrasah Diniyah and Elementary Schools, and sanctions that have not been implemented strictly. There must be synergy between the Ministry of Religion of Serang City and the Department of Education and Culture of Serang City to advance the quality of Madrasah Diniyah as a collective effort to make students in Serang City have good values of faith and devotion.
